Urban Regeneration and the Re-Signification of Public Space: An Analysis of the Transformation Process of Puerto Mocho in Barranquilla (Colombia)

Abstract

This article describes and analyzes the urban regeneration process of Puerto Mocho beach in Barranquilla, Colombia, highlighting its recent redefinition as a coastal public space through an urban intervention oriented toward regenerative tourism. Using a mixed-methods approach with a qualitative emphasis, comprising semi-structured interviews with key stakeholders and a documentary review of secondary sources, the study identified three core factors that facilitated the project's development: active community participation, strategic collaboration between public and private sectors, and the presence of supportive public policies. Although the recent opening of the site limits a quantitative assessment of its socioeconomic impacts, the study provides insights into the institutional, social, and política mechanisms that enabled the transformation of a historically marginalized area. In this regard, the case of Puerto Mocho serves as a preliminary and referential experience for future urban regeneration initiatives in similar contexts, where participatory planning and collaborative governance are essential to advancing sustainable and inclusive models of urban and tourism development.
