CRITICAL REFLECTIONS ON THE AUTONOMOUS ACTIONS OF PUBLIC INTEREST FOR TOURIST OR TOURIST-RESIDENTIAL PURPOSES

Abstract

Nowadays, the regional interest projects and actions are a territorial instrument under discussion and questioning. Among others purposes, they can legitimize the singular planning and the direct execution about tourist actions, in some cases with rigged residential buildings. The objective of this work is analyze critically these instruments, since from the questioning of the sufficiency of the declaration of "general interest" to carry out these actions with possible reduction of local autonomy. It follows a critical methodology of analysis. It is start of a general study of its characteristics to finish analyzing the specific regulation in the Autonomous Community of Andalusia. The conjunction between the new paradigms of tourism and sustainable spatial and urban planning leads to continue to question these actions, from their necessary rationalization and their reconduction to coherent, strategic and environmentally sustainable models of space occupation.
