La Comisión Central y las Provinciales de Monumentos fueron creadas en 1844 para proteger los edificios y objetos de arte que habían pasado a ser propiedad del Estado tras las medidas desamortizadoras tomadas años atrás. Eran como agentes directos del Estado en conexión con el Gobernador Civil. En 1847 pasan a depender de la Academia de San Fernando. Inspeccionan los museos públicos y velan por la conservación y restauración de los monumentos artísticos. Crearon museos de bellas artes y arqueológicos, hicieron catálogos provinciales y otros trabajos de investigación. Pero su objetivo era evitar que se derribaran edificios de valor artístico, conservar y restaurar las obras de arte y los documentos de archivos
