During the historical period of the Bourbon Restoration, the terrorist phenomenon made its appearance in Spain from Europe, although with its recognizable peninsular peculiarity, recurrently linked to a tendency of anarchism, as loud as it was alarming, which entrusted its strategy to the called propaganda by the deed. The state response also crystallized in the Spanish case with certain distinctive features from two special laws of 1894 and 1896, but above all at the time of the investigation and prosecution of the events, almost always prioritizing punishment over justice
