Abstract

: The analysis of case-law needs to be included into Administrative Law. Accordingly,
it is crucial to teach how to identify lines of case-law. They are important tools in the
current legal context, in which the sources of law have profoundly changed as a
consequence of deep changes in the separation of powers. For that reason, judges (and
especially administrative judges) cannot merely apply the law as if it were a
mathematical operation. On the contrary, they have the task of creating legal rules.
